In arid and semi-arid regions groundwater is the only water resource available all year round.Over-pumping of groundwater aquifers is a world-wide problem. One of the most prominent examples is the North China Plain. This paper describes the ongoing implementation of a Sino-Swiss cooperation project “Rehabilitation and management strategy for over-pumped aquifers under a changing climate”.The first results show that modern technology development makes it possible to monitor groundwater pumping, groundwater levels and agricultural planting area in real-time.A real-time monitoring, modeling and control system for groundwater management in the pilot region Guantao County is therefore proposed.Detailed implementation of the system is described in the paper and preliminary results are discussed. This paper shows promising ways of combining different monitoring technologies, modeling tools and control strategies for groundwater pumping control in the North China Plain.
