９月１２日，财政部、国家经贸委联合发布了新型墙体材料专项基金征收和使用管理办法》，１０月１日起执行。这是自根据国务院《关于加墙体材料革新和推广节能建筑意见的通知》国发犤１９９２犦６６号）精神设立新型墙材专项基金来，国家首次出台统一的新型墙材专项基金管办法
On September 12, the Ministry of Finance and the State Economic and Trade Commission jointly issued the Administrative Measures for the Collection and Use of Special Funds for New Wall Materials, which will be implemented from October 1. This is a special fund for the establishment of a new type of wall material in accordance with the State Council’s “Circular on the Innovation of Wall Materials and Promotion of Energy-saving Buildings” (Guo Fa 1992-66).
