公共文化服务隶属于国家治理体系的有机整体,构成了我国顶层设计的重要治理面向。公共文化服务的“软治理”工具是国家治理现代化的重要抓手,文化秩序是文化“软治理”形态的重要衔接纽带。文化服务的公共性再造贯穿于文化治理的公共性重塑与发展逻辑。一方面,文化服务的公共性定位优化了公共价值观趋于消解的多元文化生态;另一方面,公共文化治理合法性认知的“软治理”要义彰显了文化“公共性”的创制理路。因此,公共文化服务的发展逻辑只有通过“批判”与“整合”的价值协商才能达成文化治理的理性共识,实现公共文化服务“工具理性”与“价值理性”的治理耦合。
