农林开发活动数量多、涉及范围广,对地表造成的扰动强,造成的水土流失严重,同时农林开发活动监督管理的难度相当大,水土保持工作相对滞后。在分析农林开发活动水土流失危害、监督管理现状及存在问题的基础上,提出了通过完善制度、政策引导、行政许可、目标管理、监督检查、宣传指导、激励支持等手段,规范农林开发行为,控制和减少农林开发造成的水土流失,加强农林开发活动水土保持监督管理的对策。
The large number of agricultural and forestry development activities, involving a wide range of surface disturbance caused by the strong, resulting in serious soil erosion, while the supervision and management of agricultural and forestry development activities is quite difficult, soil and water conservation work is relatively lagging behind. Based on the analysis of the hazards of soil and water loss, the status quo of supervision and management as well as the existing problems in agriculture and forestry development activities, this paper proposes to standardize the behaviors of agriculture and forestry development through such measures as perfecting the system, guiding the policy, administrative licensing, target management, supervision and inspection, publicity and guidance, encouragement and support, Control and reduce the soil and water loss caused by the development of agriculture and forestry, and strengthen the supervision and management of soil and water conservation activities in agricultural and forestry development activities.
