在云南,要贯彻落实好十五大精神,加大所有制结构调整力度,首要任务应当是扫除长期以来形成的思想障碍。从现在起到下世纪的前10年,我们要实现社会主义现代化的第三步战略目标,就必须建立比较完善的社会主义市场经济体制和保持国民经济持续快速健康发展。在云南要解决好这两大课题,就必须在经济体制改革上有新的突破,在对外开放上有新的突破,在经济发展上有新的突破。突破点在哪里?就在于调整和完善所有制结构。十五大在理论和实践上的一个重大突破就是提出了调整和完善所有制结构的重大理论。
In Yunnan, if we are to implement the spirit of the 15th National Party Congress and increase the structural adjustment of ownership, the top priority should be to eliminate the ideological obstacles that have long formed. From now till the first 10 years of the next century, if we are to realize the third-step strategic goal of socialist modernization, we must establish a comparatively perfect socialist market economic system and maintain the sustained, rapid, and healthy development of the national economy. In order to solve these two major issues in Yunnan, we must make new breakthroughs in economic restructuring, make new breakthroughs in opening up to the outside world, and make new breakthroughs in economic development. Where is the breakthrough? It is to adjust and perfect the ownership structure. A major breakthrough in the theory and practice of the 15th National Congress of the Communist Party of China was to come up with a major theory of adjusting and perfecting the structure of ownership.
