从1999年开始,浙江省宁波市发力攻坚,用三年时间,将全市最后30万国有企业职工的身份,由“单位人”转变为“社会人”。 到目前为止,除港务局、自来水公司等特殊企业将近万名国有企业职工外,宁波市所有国企职工都与企业签定了新的劳动合同,明年1月开始,作为企业承担社会责任的最后一部分,这些职工的医疗门诊费支出也将与企业脱钩。这样,在全国地一级市,宁波率先建立起“职工能进能出”的劳动用人制度,完成了劳动用工制度的彻底改革。
