Traditionally, the education of public order law in our country has been carried out under the concept of power lawsuit and emphasizes the instrumentalism in the process of law application. This concept has been difficult to meet the requirements of governing the country by law and police enforcement in the new century. This requires that we change the target orientation of public security legal education, attach great importance to the law of multiple values, and constantly adjust the curriculum structure to change the personnel training methods.
