当前,我国经济形势开始出现持续、稳定、协调发展的新局面,展现出良性环循的前景,这充分表明四化建设走上了符合客观规律的轨道。为保证这种良好的势头,大力加快电力建设,迅速扭转严重缺电的被动局面,争取实现电力“先行”已成为重要因素之一。我国缺电已经持续了十五年之久,经过五年调整,净增1613万千瓦,平均年增长率只有4.8%,预计1985年发电量为3850亿度,五年净增844亿度,平均年增长率也仅有5.1%,均大大低于工农业产值增长速度,许多地方不得不采用拉闸限电的办法来维持电网的稳定,以致制约了国民经济的发展。去年党中央、国务院领导就指出,“同当前国民经济、人民生活的需要相比,同逐步实现党十二大提出的战略目标要求相比,缺电情况还十分严重,我们的电力工业还没有摆脱被动局面。因此要把电从能源交通中突出出来,加快电力工业的发展”。中央领导高瞻远瞩,从国民经济发展的高度来观察电力工业的形势,又一次为电力工业的发展指明了方向。
