1991年,四川省蓬溪县档案局、馆按照《档案馆工作通则》的规定,对部分县直单位已到保管期限的文书档案进行了接收。到12月底为止,共接收档案近2000卷。这些档案的接收进馆,为进一步丰富馆藏,改善馆藏结构、增加档案门类,科学地保管和有效地利用档案,将会发挥重要的作用。但是,在接收进馆档案质量检查过程中,我们发现了一种值得注意的现象:一些机关单位和部门没有认真按照国家档案局《关于机关档案保管期限的规定》要求,把具有永久、长期保存价值的档案移交进馆,而将一些在较短时间内有现实利用价值和短期保存性质的档案移交给档案馆,致使一些该接收进馆档案留在了原机关档案室,而那些保存价值不高,不具有长远利用价值的档案却进入了档案馆。
