最重要的管理内容是项目的施工质量、进度与投资控制。对于施工质量,我国历来是十分重视的,尤其在改革开放的今天,国家设立了注册监理工程师制度,推出了工程的旁站监理以及质量责任终身制,重点抓施工质量;对于投资控制,在投资管理体制改革以后,业主由于业主责任制对于投资的重视也到达了一个新的高度,国家也设立了注册造价工程师制度;但对于三驾马车的第三方,施工进度的管理似乎有些忽视了。
The most important management content is the construction quality, progress and investment control of the project. Regarding the quality of construction, China has always attached great importance to it. Especially in today’s reform and opening up, the state has established a system of registered supervision engineers, introduced the supervision of the side stations of the project and the tenure system of quality responsibility, focusing on construction quality; investment in investment control. After the reform of the management system, the owner’s attention to investment due to the responsibility system of the owner has also reached a new height. The country has also established a registered cost engineer system; but for the third party of the troika, the management of construction progress seems to have been neglected.
