抓好领导班子思想作风建设,是关系到党的路线、方针、政策能否在当地得到认真贯彻落实,关系到本地区政治稳定、社会稳定、经济发展的大事。去年以来,秦安县委狠抓了自身的思想作风建设,收到了较好的效果。在实践中我们认识到:一、思怒作风建设必须围绕经济建设这个中心。加强思想作风建设的目的,归根到底就是要把思想统一起来,为经济建设服务。我们开展了正确认识县情、乡情、村情的讨论,发挥优势,理清思路,从根本上保证经济建设持续、快速、健康发展。结合秦安实际,提出了以抓好一个基础(农业,主要是粮食)、促进两翼齐飞(乡镇企业,城市集体经济)、走好三条路子(以商促工,以工补农;立体种植,集约经营;农村劳动力转移)为内容的经济发展的基本构想。随着改革的逐步深入,又提出了“1115233”工程。即新植果树10万亩,达到20万亩;新植花椒10万亩,达到20万亩;地膜玉米10万亩;拿回1亿斤;带状种植达到5万亩,拿回粮食7500万斤;开发清水河流
