最近,我们就政治工作如何保证打赢高技术条件下局部战争,实现“两个根本性转变”问题,到一些部队作了调查。在与基层官兵的座谈中,我们感到部队各项建设在以新时期军事战略方针的指导和统揽下扎实有效地展开,研究现代化战争、学习现代化战争知识,正在逐步形成高潮。政治工作适应这一形势的发展做了大量卓有成效的工作,但针对性、系统性、创造性有待进一步加强。从我们调查的情况看,当前除了引导官兵正确认识和处理人与武器的相互间关系,牢固树立战备观念,激发练兵热情,增强立足现有装备克敌制胜的信心之外,应着力解决好以下两个问题: Recently, we investigated some of the forces on how our political work can guarantee winning the local wars under high-tech conditions and realizing the “two fundamental changes.” During the discussion with officers and soldiers at the grassroots level, we felt that the various forces of the armed forces have been building a climax in various fields under the guidance and management of the military strategic policy in the new era. The study of modern wars and the knowledge of modern wars is gradually taking shape. Political work has done a great deal of fruitful work in adapting to the development of this situation, but the pertinence, systematicness and creativity need to be further strengthened. Judging from our investigation, apart from directing officers and soldiers to correctly understand and handle the mutual relations between mankind and weapons, firmly establish the concept of combat readiness, stimulate the enthusiasm for training troops and increase confidence in winning victory based on existing equipment, we should make efforts to solve the following two problems problem:
