目的评价黑龙江省2007-2013年三甲综合医院的运行效率和生产率的动态变化,为医院管理者和政策制定者提供管理依据和决策参考。方法采用CCR、BCC模型对2007-2013年样本医院分别进行年度效率横断面分析,并结合Malmquist指数模型进行纵向的动态分析。结果 7年间27家三甲医院一直在扩大自身规模和容纳量,但运行效率反而下降。年均有17.43家医院为总体无效,11.15家医院为纯技术效率无效,17.29家医院为规模无效。2007-2013年27家医院中连续两年全要素生产率下降的医院依次有10家(37.04%)、11家(40.74%)、20家(74.07%)、13家(48.15%)、5家(18.52%)和10家(37.04%)。结论 7年间黑龙江省三甲医院连续处于低效率运行状态。医院应适度调整医院规模,提高卫生资源利用效率,改善医院的运行状况。
Objective To evaluate the dynamic changes of operation efficiency and productivity of the three general hospitals in Heilongjiang Province from 2007 to 2013, and to provide hospital management and policy makers with a basis for management and decision-making. Methods CCR and BCC models were used to analyze the annual efficiency cross-sectional analysis of sample hospitals in 2007-2013 respectively. The longitudinal dynamic analysis was carried out based on the Malmquist index model. Results 27 top three hospitals in seven years have been expanding their size and capacity, but operational efficiency has declined. Average annual 17.43 hospitals were ineffective, 11.15 hospitals were purely technical ineffective, and 17.29 hospitals were ineffective in scale. Among the 27 hospitals in 2007-2013, there were 10 hospitals (37.04%), 11 hospitals (40.74%), 20 hospitals (74.07%), 13 hospitals (48.15%), 5 hospitals 18.52%) and 10 (37.04%). Conclusion Heilongjiang Three-A Hospital was in a continuous low-efficiency operation for seven years. The hospital should adjust the scale of the hospital moderately, improve the utilization efficiency of health resources and improve the operation status of the hospital.
