为改善剧院管理、提高剧院工作效率,从1987年1月1日起,苏联在8个加盟共和国的69个剧院里,开始进行大规模的戏剧改革试验。剧院工作中的民主基础在这场改革中将得到发展。艺委会的作用在下列重要问题上将得到加强:与剧作家合作共事、确定剧目、评定业务人员工资级别、调动他们的积极性,等等。艺委会基本由选举产生。凭职务进入艺委会的只有剧院院长和总导演(或艺术指导)。党的书记、青年团书记和工会主席也参加艺委会,他们当然都是由各自的组织选举出来的。艺委会的其他成员均由集体齐会选举产生,公开表决还是不记名投票由集体自己决定。
To improve the theater management and improve the efficiency of the theater, from January 1, 1987 onwards, the Soviet Union began a large-scale drama reform experiment in 69 theaters in eight republics. The democratic foundations in theater work will be developed during this reform. The role of the Arts Council will be strengthened on the following important issues: working with playwrights, determining repertoire, assessing the salaries of business people, mobilizing their enthusiasm, and so on. Art appoint basically elected. Only theater directors and directors (or art directors) enter the art council by virtue of their positions. Party secretaries, youth league secretaries and trade union presidents also attended art committees, and of course they were all elected by their respective organizations. The other members of the Arts Council are all elected by collective referendum. The public or voting by ballot shall be decided by the group itself.
