In recent years, the Taiwan authorities have made significant adjustments to their foreign investment policies and have turned from strict controls to positive ones. Against this background, Taiwan’s foreign investment has expanded dramatically, especially in its traditional market in Southeast Asia, where Taiwan’s investment boom has been on the rise. According to statistics, in 1988 Taiwan’s investment in Thailand, Malaysia, the Philippines, and Indonesia was 2.731 billion U.S. dollars, compared with 985 million U.S. dollars in only one Malaysian country in 1989. At present, Taiwan’s investment fever has attracted widespread attention from Japan, the United States, and countries in the Asia Pacific region and the international business community.
