In order to formulate the “Ninth Five-Year Plan” development plan for city and district health centers and further strengthen the construction of hospitals, we investigated the status quo of 23 hospitals in Sancheng District. The following countermeasures and suggestions are proposed. 1. Integrate the construction of urban health centers into municipal and district government plans. The Urban Street Health Center is a comprehensive grass-roots medical and health institution and an outpost for the implementation of the “2000 Health Care for All” program goal.
