潜在亏损是目前影响经济稳定发展的一个突出而棘手的问题。邢台市进行彻底“曝光”,变暗亏为明亏,让企业变压力为动力,促使全市经济健康稳定发展。这一决策,对于“财力单薄”的邢台市来说,确实是有胆略的。近几年来,改革开放使邢台市经济建设有了很大发展,但是,在一些企业中也出现了潜在亏损问题。1991年3月,邢台市对全市47户预算内工业企业逐户进行审计,发现有不同程度潜在亏损的企业达35户,占全部市属预算内工业企业的74％,潜在亏损总额达6237万元,这样大的潜在亏损额,已构成了邢台市经济发展的重大隐患。
Potential losses are a prominent and thorny issue that currently affects the stable development of the economy. Xingtai City conducted a complete “exposure”, darkening and losing a clear loss, so that companies become pressure to power, to promote the healthy and stable development of the city’s economy. This decision is indeed bold for the “financially weak” Xingtai City. In recent years, reform and opening up have made great progress in the economic construction of Xingtai City. However, there have been potential losses in some enterprises. In March 1991, Xingtai City audited 47 households within the budget of the city’s industrial enterprises and found 35 companies with varying degrees of potential losses, which accounted for 74% of the total industrial enterprises in the city’s budget. The total potential losses amounted to 62.37 million. Yuan, such a large potential loss has already constituted a major hidden danger in the economic development of Xingtai City.
