80年代以来 ,乡村民主建设取得了显著成效 ,也遇到了一些难题 :乡与村关系不顺 ;村党支部与村委会互相侵权 ;乡村能人的影响和操控行为 ;村民传统意识的存在 ,使村民自治步履维艰 ,要推进乡村民主建设 ,必须进一步完善村民自治的法律法规 ,理顺各种关系 ,扩大民主渠道 ,提高农民思想政治素质
Since the 1980s, the construction of rural democracy has achieved remarkable results. Some problems have also been encountered in the construction of rural democracy: the relations between townships and villages are not smooth; the village party branches and villagers committees have infringed one another; the influence and handling behaviors of rural capable persons; the existence of traditional awareness of villagers, To make the villagers’ autonomy difficult, and to promote the construction of the rural democracy, we must further improve the laws and regulations governing the autonomy of the villagers, straighten out all kinds of relations, expand the channels for democracy, and improve the ideological and political quality of the peasants
