Despite the many difficulties and handicaps encountered in the development of SMEs in China, SMEs are not the “vulnerable groups” waiting for assistance from the economic groups waiting for blood transfusions. Improvement of financing conditions and policy support are creating good external conditions, but self-help SMEs and their own continuous reform, is the fundamental way of development. The importance of SMEs in the economic and social development of all countries is self-evident. In the case of China, as of the end of 2011, there were over 12.4 million SMEs, accounting for more than 99% of the total number of enterprises in the country. The value of products and services created by SMEs is equivalent to 60% of the total GDP and taxes account for 50% of the total national revenue. Small and medium-sized enterprises have created about 80% of urban jobs. SMEs
