马克思主义的社会基本矛盾运动规律和世界历史理论,是用来指导分析“一带一路”战略构想的“五通”对世界发展的经济、文化、政治诸方面具体实践内涵的马克思主义理论基础。马克思主义中国化理论中的中国特色社会主义对外开放战略及理论和国际战略及理论,是用来指导分析“一带一路”战略构想的“五通”对中国发展的经济、文化、政治外交诸方面具体实践内涵的马克思主义中国化理论基础。中国的发展离不开世界,世界的发展离不开中国,“一带一路”战略构想推动中国发展并促进世界发展。在经济上,“一带一路”战略构想助力产业升级,助力人民币国际化,提升发展中国家基础设施建设,推动国际贸易畅通与资金流通;在文化上,“一带一路”战略构想促进文化教育发展与人才培养,推动中国文化走出去,推动文化创意产业的繁荣,促进文化交流与多元文明的沟通融合;在政治外交上,“一带一路”战略构想促进国内改革新进程,推动中国外交新发展,促进构建世界政治经济新秩序,推动全球治理新发展。“一带一路”战略在实践中机遇与挑战并存。“一带一路”战略构想面临的主要国际挑战是大国之间的战略博弈,需要加强国际战略沟通与合作,求同存异,共谋发展。“一带一路”战略构想面临的主要国内挑战是国内经济结构失衡,需要积极推进供给侧结构性改革。此外,对沿线国家了解尚待深入、国内各省间协调配合尚待加强也是“一带一路”战略在实践中面临的重大挑战,需要加强人才国际化培养、因势利导明确国内各省的定位来加以应对。
