国有(控股)企业(以下简称“国有企业”)内部的基本矛盾,是企业效益最大化和职工收益最大化之间的矛盾。其中,企业效益最大化是矛盾的主要方面——提高效益,是职工收益最大化的基本前提。因此,国企工会工作必须优先考虑企业的生存与发展,这也就是工会组织“围绕经济建设中心”、“在大局中找准位置”、“与企业党政目标协调统一”的道理所在。工会开展“创争”、劳动竞赛等活动,其实是在抓主要矛盾。
