改革供销社体制以来,党中央、国务院每次强调要把供销社真正办成农民的合作经济组织,明确指出改革供销社体制的方向和任务。十多年来,各级供销社按照中央的要求,以把供销社真正办成农民的合作经济组织为目标做了大量工作,取得很大的成绩。但时至今日,仍与“真正”相距甚远,或者说只是流于形式。那么,怎样才能把供销社真正办成农民的合作经济组织呢?纵观供销社十二年改革,笔者以为,实行民有、民管、民享是最佳选择,否则到头来只能是挂牌子而已。一、实行民有、民管、民享,首先要制定合作 Since the reform of the supply and marketing cooperative system, the Party Central Committee and the State Council have emphasized each time that the supply and marketing cooperatives should be truly organized into cooperative economic organizations for farmers, and clearly pointed out the direction and tasks of reforming the supply and marketing cooperative system.
