随着社会经济的发展,人们的就业观念发生了很大改变,跨地区就业已成为一种普遍现象。我国现阶段的社会保险还未实现全国统筹,大多数是以省市为统筹单位,统筹层次低,加上制度设计以及各方利益的纠缠,造成企业职工在进行跨统筹流动就业时社会保险难以转移。养老保险以维护和保障企业职工在年老丧失劳动能力时的生活水平为主要目标,而养老保险难以实现跨地区转移既损害了企业职工的养老权益,也不利于构建和谐社会,本文将对企业职工养老保险基金跨地区转移的若干问题进行讨论,力图寻找可解决的办法。
With the development of society and economy, people’s concept of employment has undergone great changes. Cross-regional employment has become a common phenomenon. At the present stage of our country, social insurance has not yet achieved national co-ordination, most of which are provincial and municipal co-ordinating units with low overall co-ordination level. In addition, system design and the entanglement of interests of all parties cause social insurance for employees in cross- Transfer. Endowment insurance aims at maintaining and safeguarding the standard of living of enterprise employees when they are incapacitated. Elderly insurance is difficult to achieve trans-regional transfer, which not only damages the pension rights and interests of enterprise employees, but also hinders the construction of a harmonious society. Workers pension fund cross-regional transfer of some issues discussed in an attempt to find a solution.
