制度变迁的关联性是分析户籍制度改革问题不可忽视的重要因素,也是当前落实国家户籍制度改革方案需重点关注的问题。研究表明,制度之间存在层次、时间和结构等方面特征的关联性,它们以多种方式作用于制度系统的演化过程,影响着制度变迁的绩效。户籍制度改革的动因、路径和方式均受到制度关联性的影响。在改革动因上,户籍制度改革是对计划经济向市场经济制度转轨的适应性改变;在改革路径上,则表现出历时关联下的渐进性和过渡性特征;在改革方式上,利益剥离与利益扩散是今后打破不合理制度关联的现实选择。户籍制度改革的有效性有赖于政府部门对制度关联性因素的认知共识以及能否据此采取一致的行动。
The relevance of institutional change is an important factor that can not be ignored in the analysis of the reform of the household registration system. It is also an issue that needs to be focused on in the current reform of the household registration system. The research shows that the relationship between the systems is characterized by hierarchy, time and structure. They play an important role in the evolution of institutional systems in many ways and affect the performance of institutional changes. The motivation, path and mode of the reform of household registration system are affected by the institutional relevance. On the reform motivation, the reform of the household registration system is an adaptive change to the transition from a planned economy to a market economy system. On the reform path, the gradual and transitional characteristics of the household registration system are shown. In terms of the reform methods, Diffusion is the realistic choice to break the connection of unreasonable system in the future. The effectiveness of the reform of the household registration system depends on the consensus of the government departments on the institutional related factors and whether consistent actions can be taken accordingly.
