雲南處於国防边境,又是多民族的地區,最突出的特點是:越是邊沿地區,越是兄弟民族的聚居或雜居區,也越是傳染病嚴重流行的地區。解放三年來,雖然我們建立和充實了不少的衛生機構,培養了不少衛生人员,但和目前的任務與需要比較起來,還差得很遠。同時人民的經濟情况,只是得到初步改善,生活條件还是很差。所以省內人民、尤其是邊地兄弟民族、还受着疾病的很大威脅。一九五二年人民因疾病死亡的情况还是嚴重的。 Yunnan is at the border of national defense and is also a multi-ethnic region.
