冶金部第二地质勘查局属地质事业单位,多年来,局领导始终把关心和照顾老干部,落实好离休干部“两个待遇”的工作放在首位,保证了全局离休干部医药费按规定实报实销,医药费基本不拖欠。随着改革的深入,国家加快了“事转企”改革的步伐,同时离休干部大多已进入高龄期及疾病的高发期,由于社会不正之风的影响及我们管理上的漏洞,致使我局医药费支出呈逐年递增的趋势,人均医药费由1995年的6千元上升至1997年的9千余元,庞大的医药费支出处于“年年追加,年年不够花”的恶性循环之中。为此,我局按照国家医改的思路,借鉴其它单位的经验,建立了离退休干部医药费管理的新模式,实

The huge medical expenses are in a vicious circle of “additionally year after year, not enough to spend every year.” Therefore, according to the thinking of the national medical reform, the Bureau has learned from the experience of other organizations and established a new model for managing medical expenses of retired cadres.
