中国国有企业的改革,是中国经济体制改革成败的关键。改革开放30余年来,中国国有企业改革经历了多次“试错式”的探索,学术界、政府和企业界几乎得出了一个共同的理论:必须实行产权的多样化。只有彻底消除原来的国有企业所有者缺位现象,才能建立以激励和约束并存的公司治理结构,这样的企业才是真正意义上的现代企业。
The reform of China’s state-owned enterprises is the key to the success or failure of China’s economic reform. In the more than 30 years since the reform and opening up, the reform of state-owned enterprises in China has undergone many “trial-and-error” explorations. Academics, governments and business circles have almost reached a common theory that the diversification of property rights must be implemented. Only by completely eliminating the original absence of the owners of state-owned enterprises can we establish a corporate governance structure that coexists with incentives and restraints. Such enterprises are really modern enterprises.
