长期以来,对如何完善干部的考核评价体系和激励竞争机制,许多单位一直处于探索之中。缺乏有力度的奖优罚劣机制,使社会公众甚至部分公务员认为,进了行政机关,有了固定的编制,只要不违纪违法,就不存在下岗、失业,就等于进了保险箱。为了扭转这种现状,我们河南省舞阳县工商局借鉴先进的人力资源管理和绩效考核原理,在执法岗位探索实施了执法资格等级制,逐步实行全员岗位资格等级管理,以此促使干部不断提升履职水平。我们的主要做法是:
