通过对“七五”时期广西水利基本建设投资使用的效益分析,论证了广西水利基建随着国家治理整顿、改革开放的深化,加强了水利基本建设管理、贯彻了基本建设项目投资包干责任制,强化建设单位等一系列规定和办法。同时狠抓施工管理、资金落实、施工队伍建设、工程质量等措施,使水利基建在投资使用效益和社会经济效益上取得了较好的成就。
