发展和完善党内选举制度是发展党内民主的关键,四川省新都区、船山区和平昌县乡镇党委书记公推直选探索在具体做法上存在着很多不同点。但这些探索都表明,在当前的中国基层政治发展过程中,选举是党内民主发展的突破口,应鼓励选举模式的多样性探索;基层民主的发展创新与经济发展之间没有正比例关系;基层民主的发展体现了精英推动和民众的需求;发展基层民主要坚持体制内存量资源优化与增量改革创新的有机统一。
The development and improvement of the inner-party election system is the key to the development of inner-party democracy. There are many differences in the specific practices between the direct election and direct election by the party secretary of the CPC Central Committees in Sichuan Province, Xindu District, Chuanshan District and Pingchang County. However, all these explorations show that in the current process of grassroots political development in China, the election is a breakthrough in the development of democracy within the party and diversification of election modes should be encouraged.
