民航空管系统首次安全评估工作,于2000年4月18～25日在西南空管局进行。由总局航安办、监察处,总局空管局和地区空管局有关领导以及西南管理局航安办、航空安全研究所的专家组成的36人评估小组,针对空管局贯彻落实民航局“安全第一”的工作任务,以及各级领导安全理论、安全工作的管理教育、规范化基础管理、规章制度的落实、空中交通管制工作环境、人员思想状态、岗位设置情况、各种设备、设备的运行等综合情况进行了评估。
