2003年新年伊始,印度国防研究与开发组织就声称,根据“导弹发展综合计划”,印度将要在2003年进行一系列的导弹试验。其中准备参加发射试验的导弹包括“烈火-Ⅰ”型地对地导弹、“大地”地对地导弹、“蓝天”(亦音译作“阿卡什”)地对空导弹、“毒蛇”反坦克导弹和“布拉莫斯”舰载巡航导弹,上述导弹在2003年都要进行2~4次发射试验。果不其然,2003年1月9日,印度成功试射了1枚射程为700千米的“烈火-Ⅰ”地地导弹;2003年1月18日和20日分别对“蓝天”地空导弹进行了2次成功的试射;
