基于欧盟政策研究中心所做的《明日丝绸之路:对中欧FTA的评估》报告中有关政府采购章节的内容,本文首先厘清欧盟方面在其对外所签署的FTA中有关政府采购内容的安排,特别是在该研究报告中对于中方的诉求;其次,阐述中国加入WTO政府采购协定谈判的出价情况,特别是澄清六次出价中所做出的努力与改善;再次,分析中欧双方在各自政府采购市场领域的壁垒现状;最后,阐述中欧自贸协定框架下的双方政府采购领域合作前景。
Based on the contents of the chapter on government procurement in the report “Assessment of Central Europe FTA” by the EU Policy Research Center, this article first clarifies the arrangements of the EU on the content of government procurement in the FTAs signed by the EU, in particular, Is the demand of the Chinese side in the research report; secondly, it expounds the bidding situation of the negotiation on China’s accession to the WTO government procurement agreement, especially clarifying the efforts and improvements made in the six bids; Thirdly, analyzing the differences between China and the EU in their government procurement market Finally, the author expounds the prospect of bilateral cooperation in government procurement under the framework of China-EU FTA.
