转企改制,对单个出版社来说,可能意味着改组、“改嫁”、改名甚至消亡;但对我国整个专业出版界来说,可能意味着甩掉束缚后的腾飞、脱胎换骨式的新生。因此,转企改制可谓从根本上改变我国专业出版面貌的天赐良机。转企改制前,近200家中央级专业出版社分属各个部委。在事业单位企业化管理、部委主管主办的体制下,几乎没有什么机构能通过兼并重组或其他方式把这些出版社集中起来,以提高产业集中度。转企改制却提供了千载难逢的历史机遇,让我们有机会借鉴国际成功经验,遵循专业出版的内在规律,对各种专业出版力量和资源进行大规模整合。
To a single publishing house, it may mean restructuring, “remarrying” or even disappearing into a single publishing house. However, for the entire professional publishing community in our country, it may mean throwing off the shattered newborn born after restraint. Therefore, the transfer of enterprises restructuring can be described as fundamentally changing the face of our professional publishing Godsend. Before the restructuring of enterprises, nearly 200 central-level professional publishing houses belonged to various ministries and commissions. Under the system of institutionalized management by public institutions and under the auspices of ministries and commissions, there are very few organizations that can bring together these publishing houses through mergers and acquisitions or other means to increase industrial concentration. The restructuring of enterprises has provided unprecedented historical opportunities, giving us an opportunity to learn from international successes and follow the inherent laws of professional publishing and make large-scale integration of the various professional publishing forces and resources.
