富源地处云贵交界,境内以煤炭为主的矿产资源较为丰富,然而富裕与贫困交织又是富源的基本县情,全县97%的国土面积为山区,贫困人口有1 1.03万人,贫困面大、贫困程度深。201 1年,云南省省长李纪恒到富源视察时,提出开展“以扶贫开发为重点的新农村建设整县推进试点”的要求,富源县委县政府顺时而谋,科学决策,决定开展以新村庄、新山村、新矿区、新社区“四新”工程为载体的新农村建设,计划用5年时间,建设“四新”工程村7 1 2个,
