Since 1999 in China, higher education has expanded the enrollment scale for three consecutive years. It is planned that in 2005, the gross enrollment rate will reach 15% and it will enter the stage of popularization of higher education. However, the popularization of higher education is not just an indicator of the gross enrollment rate. It involves many aspects such as the structure, professional settings, curriculum, and resource allocation of schools. One is clear: The popularity of higher education must be accompanied by the diversification of higher education.
