党的十一届三中全会以来,武汉钢铁(集团)公司(以下简称武钢)在改革开放路线指引下,坚持走质量效益型发展道路,通过推行全面质量管理,在提高产品质量、满足用户要求、提高企业经济效益方面做了大量的工作,取得了很大成绩。到1993年为止,武钢按国际标准组织生产的产量比已达到92%,按国际先进标准组织生产的产量比已达到78%;经济效益也大幅度提高,同年实现利税超过31亿元,创历史最好水平。但按党的十四大提出的建立社会主义市场经济要求,武钢依然缺乏活力,从外部来讲企业缺乏自主权;从内部来看,目前这一套大而全、企业办社会的经营管理体制和组织机构完全不能适应市场经济的需要。虽然近几年来武钢在劳动、人事、分配制度方面进行了一些改革,但并没有涉及到长期束缚劳动生产率提高的组织结
