目前,社会稳定风险评估(简称“稳评”)已成为重大工程项目报批的必要程序环节,但地方实践推进中出现一定操纵行为痕迹,主要表现为评估作业过程和评估结果两个层面的虚假性欺骗回应,这一突出问题可以从政府目标绩效考核的情境视角找寻线索。本文在操纵行为界定及相关理论基础上,结合一线部门调研访谈结果建构分析框架,提出制度目标设置、组织情境认知以及个体职业发展特征可能是触发基层操纵行为的主要影响构面,具体包括目标模糊、参与、组织支持、自主权等特定影响因子。研究面向地方基层政府部门,立足考核的行政背景进行探索性分析,有助于从新的视角理解现实“稳评”操纵行为的发生机理,为健全完善“稳评”制度构筑理论支持。需要说明的是,本文属于概念性理论推演,结论及命题假设仍需进一步采集数据进行实证检验,这将在后期研究中予以补充。
At present, the social stability risk assessment (referred to as “stable evaluation”) has become a necessary process for the approval of major construction projects. However, there are some signs of manipulation in the promotion of local practices, which are mainly manifested in assessing the operational process and the assessment results False deceitful response, this prominent issue can be censored from the perspective of the situation of the government target performance appraisal. Based on the definition of manipulative behavior and related theories, this paper constructs an analytical framework based on the results of research and interviews with front-line departments, and proposes that setting of system goals, perceiving organizational context and personal career development may be the main influence planes that trigger grassroots manipulative behaviors. Specifically, Fuzzy, participation, organizational support, autonomy and other specific factors. The research is aimed at the local grass-roots government departments and make exploratory analysis based on the administrative background of the examination, which helps to understand the mechanism of the actual “steady evaluation” manipulation from a new perspective and build theoretical support for the sound and perfect “stable evaluation” system . It should be noted that this article belongs to conceptual deduction, conclusions and propositions hypothesis still need further data collection for empirical test, which will be supplemented in later studies.
