石砭峪水库位于秦岭北麓石砭峪峪口处,流域面积132平方公里,多年平均径流量9700万立方米,设计坝高85米,总库容2810万立方米,是一座以灌溉为主,结合发电、防洪的中型水库。水库大坝是定向爆破堆石坝,迎水坡采用沥青混凝土斜墙防渗。大坝工程于1973年5月10日成功的进行了定向爆破堆筑而成,经整修后蓄水,历年库水位均较低,水深在32~40米之间。1980年库内蓄水深56米时,坝后渗流量达0.85立方米/秒,水色由清变为淡黄色。为了查清漏水原因,即将水库放空,发现漏水部位有三处:(1)右岸高程700米至686米的岩体开裂4厘米,缝深3米,缝长38米,漏水量较大;(2)冲沟截水墙上部出现一条裂缝,宽2厘米,长65米,(3)坝面反弧段出现一些小裂缝。经分析,认为这些漏水的裂缝中,岸边岩石裂缝是漏水的主要途径,委托黄河水利委员会承担右岸岸坡处理设计,主要是进行岩面削
