上世纪70年代—90年代,国际爆发的三次石油危机导致的油价飞涨,是国际上每个关心石油的人脑海中可怕的梦魇。对于中国这个能源消费大国来说,其伤害之深更是可想而知。然而,旧伤还未恢复,新伤接踵而至。国际石油史上的第四次“危机”正慢慢逼近。2007年7月5日国际市场原油期货价格大幅上涨,其中纽约市场8月份交货的轻质原油期货收盘价格更是创下1983年以来的新高。油价上涨再度敲响警钟,有关资料表明:因油价上涨,2005年中国为进口石油多支付136亿美元.相当于2004年GDP总量的0.9%。“要么生产更多石油,要么节约更多石油。”有关专家的这席名言好像还应该加上在油价稳定的时候储备更多石油。
