市场导向化就业机制的全面实施,为人才流动提供了宽松的环境。由于石油企业长期受计划经济体制的影响,人才管理上存在僵化的体制和思想观念,从而造成企业人才流失的现象日益严重。据某油田统计,1999年-2002年问辞职、自动离职、考研甚至不惜以除名为代价离开油田的大学生约占该油田当年所招聘大学生人数总和的五分之一,且流失人数呈上升趋势。
The full implementation of the market-oriented employment mechanism provides a relaxed environment for the flow of talent. As oil companies have long been affected by the planned economic system, there are rigid institutional and ideological concepts in talent management, which has led to an increasingly serious brain drain of corporate talent. According to the statistics of an oil field, the number of undergraduates who resigned from the oil field in the year of 1999-2002, who had resigned, graduated from the postgraduate entrance examination, and did not hesitate to leave the field even at the cost of the deduction, accounted for about one-fifth of the total number of university graduates recruited in the field, and the number of lost students showed an upward trend.
