特殊教育是任何一个现代文明国家教育体系的重要组成部分,而对特殊儿童的早期干预又是一个国家特殊教育体系不能或缺的部分。特殊儿童早期教育是最大限度使残障儿童在入学前能与普通儿童一样,平等得到德、智、体、美全面发展的教育。当今世界一些特殊教育水平走在前列的国家,其特殊教育体系不仅已覆盖了特殊人群的学龄期以及其成年期的教育,更是对0-6岁的早期特殊教育阶段形成趋于成熟的教育理论并辅之以健全的立法制度。近些年来我国虽在特殊教育领域取得显著成绩,但在早期特殊教育阶段,不仅缺乏制度救助与指引,更是在立法层面基本空白。
