一、公共部门人力资源管理发展现状(一)“效率优先”的人力资源战略管理思想运用局限20世纪80年代以来,西方发达国家出现了各种有关组织管理的前沿学派,主要包括新公共管理学派、新公共服务学派等。实际上,所有这些学派所主张的思想或多或少都是一种将企业人力资源战略思想引进公共部门的结果——以知识推动公共部门效率为主的战略人才管理思想。所谓战略人才管理思想,主要包括公共部门人力资源管理的短期和长期规划思想、人力资源管理“外包”思想、电子工具管理思想。
I. Development of Human Resources Management in the Public Sector (I) Restrictions on the Use of HR Strategic Management Thought with “Efficiency First” Since the 1980s, western developed countries have emerged various frontier schools on organization management, including the new public Management school, the new school of public service and so on. In fact, the ideas advocated by all these schools are more or less the result of the introduction of the strategic thinking of human resources into the public sector - the strategic management of talent based on knowledge-driven public sector efficiency. The so-called strategic talent management ideas, including the public sector human resources management short-term and long-term planning thinking, human resources management “outsourcing ” thinking, electronic tools management thinking.
