大力发展对外承包工程是我国对外开放战略的重要组成部分,有利于有效利用“两种资源、两个市场”。具体来讲,其意义主要有以下几个方面: 一是贯彻中央提出“走出去”的开放战略,我国企业不但应立足国内市场,还应通过发展对外承包工程,尽快“走出去”,主动融入经济全球化的浪潮,在全球范围内寻找资源的最佳配置方法和市场发展机会,不断增强国际竞争的抗风险的能力。 二是可将国内结构性富余的工程建设能力运用在国外承包的工程上,既有助于国内企业解困和发展,缓解就业压力,也有助于经济结构调整。我国人均资源占有率低,通过对外承包工程参与海外资源性项目的建设、开发甚至经营,可获得国内紧缺资源的稳定进口。 三是努力拓展对外承包工程特别是大型总承包项目和“交钥匙”工程,能带动大型国产机电和成套技术、设备出口,实现出口方式多样化,加速我国从贸易大国向贸易强国转变。 Vigorous development of foreign contracted projects is an important part of China’s strategy of opening to the outside world and is conducive to the effective use of “two resources and two markets.” Specifically, its significance lies in the following aspects: First, to implement the opening strategy of “going global” proposed by the Central Government, Chinese enterprises should not only base themselves on the domestic market, but also “go global” as soon as possible by developing foreign contracted projects The tide of economic globalization seeks for the best allocation of resources and opportunities for market development on a global scale and constantly strengthens the anti-risk ability of international competition. Second, the structural surplus of domestic engineering construction capacity can be applied to foreign contracted projects, which not only help the domestic enterprises to relieve difficulties and development, ease employment pressure but also help economic restructuring. China has a low per-capita share of resources. Through its participation in the construction, development and even operation of overseas resource projects through its foreign contracted projects, it can obtain a steady import of scarce resources in the country. Third, efforts should be made to expand foreign contracting projects, especially large-scale general contracting projects and “turnkey projects”, to bring about large domestic electromechanical and complete sets of technologies and equipment exports and to diversify the mode of exportation so as to speed up the transformation of our country from a trading nation to a trading power.
