The Qing Dynasty, the railway owned by the state. In 1907, the Qing government proposed to make a contract with the United Kingdom to borrow 1.5 million pounds to build the Suzhou-Hangzhou-Ningbo Railway and to arouse the anger of the people in Jiangsu and Zhejiang Provinces on the condition of granting the right of way.
