1983年4月,美国高质量教育委员会曾发表了一份振聋发聩的报告:《国家处在危险中——教育改革势在必行》。这份震惊美国的报告,是历经18个月的调查后形成的。 20年过去了,为了纪念那份报告的发表,美国再次掀起讨论基础教育的高潮。美国著名智囊机构胡佛研究所旗下的克莱特工作组公布的《我们的学校和我们的未来:我们仍然处在危险中吗?》尤其引人注目。这份报告认为,20年来美国的种种教改措施,并未使学校的办学质量和学生的学习成绩得到提高。要重建美国基础教育,必须加强以下三大基石:责任制、选择机制、透明化。
In April 1983, the United States Council for Quality Assurance issued a report entitled “State at risk - education reform is imperative.” The report, which shocked the United States, came after 18 months of investigation. Twenty years have passed and in order to commemorate the publication of the report, the United States once again set off the tide of discussing basic education. “Our school and our future: Are we still at risk?” Published in the Clements Working Group under the Hoover Institution, a well-known think tank in the United States, is particularly noticeable. The report argues that the various measures taken by the United States in the past two decades have not improved the quality of school running and the academic performance of students. To rebuild basic education in the United States, we must strengthen the following three cornerstones: responsibility system, selection mechanism, and transparency.
