行政伦理的设定受制于行政制度、文化传统和政治资源等因素,众多因素之间也会产生各种相互冲突的伦理诉求,出现道德困境。中国当代行政伦理要借鉴西方宪政伦理和中国传统德治伦理,同时还要处理好党政与行政的关系,理清党政道德与行政伦理之界限。因此,当代中国行政伦理应在实践层面上制定出层次有别的伦理目标。 The setting of administrative ethics is subject to such factors as administrative system, cultural traditions and political resources. Many factors also produce conflicting ethical appeals and moral dilemmas. China’s contemporary administrative ethics should learn from the ethics of Western constitutional government and the ethics of Chinese traditional ethics, meanwhile, it also needs to handle the relationship between the party and government and the administration and clarify the boundaries between the ethics and the ethics of party and government. Therefore, contemporary Chinese administrative ethics should set different ethical goals at the practical level.
