江泽民同志指出,“一个没有创新能力的民族,难以屹立于世界先进民族之林”,而原始创新能力更是国家科技发展竞争力的核心。我国科学技术在原始创新方面的不足近几年越来越突出。我国科学技术对经济发展的贡献率约为30%左右,大大低于发达国家(60%-80%),专利数量也远少于发达国家,而且其实施率约为10%左右,国际科学大奖一直榜上无名。近几年来,所颁发的国家最高科学技术奖的几位得主的成果也均为始于20年前的成果,这已深刻地反映出当前中国基础研究面临的某种危机。这些情况与我们国家经济发展“一枝独秀”的状况形成了如此鲜明的对比,不由得使人发问缺乏具有自主知识产权的高新技术发展的支撑,中国的经济能够得到可持续发展吗?
