自十二届三中全会提出在企业推行厂长(经理)负责制以来,已三年有余,在这三年多的试点和逐步推行过程中,尽管有不少曲折,但现代企业发展和改革的客观要求是不可逆转的。最近七届人大一次会议通过的《全民所有制工业企业法》总则第七条规定“企业实行厂长负责制”,以法律形式肯定了厂长负责制,明确了厂长的法律地位。实践已经证明:这一制度的逐渐完善和在全国各行业的普遍推行,对经济改革发挥了越来越大的作用。特别是十三大提出的政治体制改革,把“高度民主”作为“改革的长期目标”,为企业的民主管理提供了依据、指明了方向,也将产生深远的影响,因而对这一问题的讨论具有现实意义。 局矿长负责制与民主管理是社会经济历史发展到现阶段的必然产物 厂长(经理)负责制(在煤炭工业企业是局矿长负责制),是现代工业企业必须集中统一指挥的要求,是企业内众多职工必须服从统一目标的要求,是厂长对所管企业完全负责的

The discussion is of practical significance. Bureau chief responsibility system and democratic management are the inevitable outcomes of the socio-historical development to the present stage. The director (manager) responsibility system (in the coal industry enterprise is the chief mineral director responsibility system) is a requirement that modern industrial enterprises must focus on unified command. It is the requirement that many employees in the company must obey the unified goal. It is the director who is completely responsible for the company under management.
