如果把国民经济比作一条奔腾不息的河,那么能源、原材料就是河的“上游”,而加工工业是“下游”。按常规,上游产业的生产能力理应稍大于下游产业的生产能力。但我国的产业结构却向相反的方向发展:上游产业发展相对缓慢,下游产业却迅猛发展,人们形象的比喻是“上游干涸,下游泛滥”。造成这种状况的原因究竟是什么呢?
If we compare the national economy to a steady stream of rivers, then energy and raw materials are the “upstream” of the river, while the processing industry is “downstream.” As a general rule, the production capacity of upstream industries should be slightly larger than the production capacity of downstream industries. However, the industrial structure of our country is developing in the opposite direction: the development of the upstream industry is relatively slow and the downstream industries are developing rapidly. The image of the people is “upper reaches dried up and the lower reaches flooded.” What is the cause of this situation?
